CITY OF BROOKHAVEN
Community Development Block Grant Program 2024 Annual Action Plan
30-DAY PUBLIC REVIEW AND COMMENT PERIOD AND NOTICE OF PUBLIC HEARINGS
Notice is hereby given that the City of Brookhaven is seeking public input pursuant to the Community Development Block Grant (CDBG) program 2021-2025 Consolidated Plan – 2024 Annual Action Plan. The primary objective of the CDBG program is the development of viable urban communities by supporting decent housing, a suitable living environment, and expanding economic opportunities principally for persons of low- and moderate-income. This funding is provided by the U.S. Department of Housing and Urban Development (HUD).
The Public Hearing will be held at the regularly scheduled Brookhaven City Council Meeting.

2024 Annual Action Plan
The Consolidated Plan is a 5-year strategic plan that identifies priority community needs and projects/programs that may be implemented to meet these needs. The Annual Action Plan outlines the City’s proposed use of CDBG funds for a twelve-month period. Based on the 2023-24 CDBG allocation of $324,527 and the City’s adopted 2021-2025 Consolidated Plan, the following activities are proposed.

WRITTEN COMMENT PERIOD
While basing this plan on extensive outreach conducted for the development of the 2021-25 Consolidated Plan, the City of Brookhaven strongly encourages public participation in the development of Annual Plans. A copy of the draft 2024 Annual Action Plan will be available for review from Thursday May 09, 2024 through Saturday July 20, 2024 on the City-website https://www.brookhavenga.gov/commdev/page/community-development-block-grant-program.
The draft plan is also available for public review at the following location: City of Brookhaven City Hall, 4362 Peachtree Rd, Brookhaven, GA 30319. Interested parties are invited to email comments on the above action to CDBG@BrookhavenGA.gov or call 404-637-0500 and request transfer to CDBG administration. All written comments are due by June 14, 2024 at 5 pm.

Prior Notices
The City of Brookhaven has posted the Community Development Block Grant (CDBG) 2022 Consolidated Annual Performance & Evaluation Report (CAPER) below in accordance with the City's Citizen Communication Plan. Please scroll to the bottom of this page for on-line access.
The CAPER provides annual information on program accomplishments in meeting performance outcome measures for the CDBG Program. Copies of the 2022 CAPER will also be available for examination and comment at the City of Brookhaven City Hall. Interested parties are invited to email comments on the CAPER to CDBG@BrookhavenGA.gov or call 404-637-0500 and request transfer to CDBG Administration. In-person or by mail written comments will also be accepted at City Hall, 4362 Peachtree Road, Brookhaven, GA 30319.
The required 15-day comment period will run through September 26, 2023. Submission to HUD is anticipated on or before September 30, 2023.
A Public Hearing will be held at the regularly scheduled Brookhaven City Council Meeting.

DRAFT 2021 Community Development Block Grant (CDBG) Consolidated Annual Performance Evaluation Report (CAPER)
The CAPER is a required report under the CDBG program. The document is posted annually, per the City's Citizen Participation Plan with comments welcome for a minimum of 15 days. A public hearing will be held at the September 13, 2022 Council Meeting. More details are available here https://www.brookhavenga.gov/commdev/page/community-development-block-grant-program
Comments are welcome and can be submitted to CDBG@BrookhavenGA.gov, by mail or in person by appointments at City Hall 4362 Peachtree Road, Brookhaven, GA 30319 or by calling 404-637-0500 and requesting CDBG Administration. Individuals with special needs or requiring accessibility accommodations should contact the program directly through any of the above methods.

2020-2021 Consolidation Plan Meetings
After multiple rounds of public engagement efforts seeking public input on the community, economic and affordable housing development needs of the community, The Brookhaven City Council approved the five-year Consolidated Housing and Community Development Plan (Consolidated Plan) for the US Department of Housing and Urban Development (HUD). The Consolidated Plan outlines the community, economic, and affordable housing needs of the community, and the associated strategies to effectively address those needs over the five-year grant period. Brookhaven anticipates receiving approximately $350,000.00 annually from HUD. The City anticipates submitting its application to HUD on or about May 15, 2021. Your input shaped how these funds will be invested in your community.
