What is the Urban Redevelopment Agency (URA)?
The URA oversees a specific list of City Council approved capital projects within the City and is funded through a special services district (SSD) property tax millage rate.
The concept of creating a SSD was first discussed by the City Council in January 2017 as a possible funding mechanism for the large number of capital projects identified within the various approved City master plans which had no viable funding source. Boundaries and definitions were approved by the City Council on Dec. 30, 2021 and amended on May 10, 2022. On June 28, 2022, the initial millage rate of 4.0 mills was adopted.
What properties are subject to the SSD millage rate?
The SSD millage rate applies to all commercial and exempt property in the City of Brookhaven. It does not apply to any properties that have or could have homestead exemption.
What is the SSD millage rate?
The SSD millage rate is 4.0 mills, applied to all commercial and exempt property in the City of Brookhaven beginning in 2022. This is equal to $400 per $100,000 Taxable Assessed Value (not Appraised Value) annually.
What criteria was used in determining the URA project list?
The criteria for the project list are: 1) within the boundaries of the URA; 2) have a time sensitive component for completion; 3) have a potential leveraged funding source; and/or have a direct connection to the City Centre Master Plan.
