Brookhaven adopts 2024 Budget

For the eighth year in a row, a balanced, conservative spending budget, including tax cuts for homesteaded property owners

Brookhaven, GA, Nov. 29, 2023 – At its regular business meeting on Nov. 28, the Brookhaven City Council adopted the Administration’s recommended 2024 Proposed General Budget, establishing City priorities for the upcoming year while maintaining one of the lowest tax rates in DeKalb County.

“Throughout my two terms as mayor, we never raised the millage rate for Brookhaven homeowners,” said Mayor John Ernst.  “As my term comes to a close, knowing we provided increased essential government services year after year without raising taxes and affording homesteaded property owners a tax decrease are two things that I am most proud of.”

 The 2.74 millage rate for operations remains one of the lowest residential municipal rates in DeKalb County. The rate has not increased since the City’s incorporation in December 2012.

“The City of Brookhaven is a complex organization that provides services 24/7; maintains an extensive public infrastructure; provides engaging recreational programs; assists property owners in land development and building projects; etc. We strive to provide the highest level of customer service, transparency, sound fiscal stewardship, and tangible results for a great value for our taxpayers,” said City Manager Christian Sigman. 

Some of the key takeaways in the 2024 General Budget include:  

  • Continues eight-year track record of a conservative spending plan that meets the operational needs of the City without raising the millage rate or dipping into reserve funds for operations. 
  • Continues four-year trend of providing tax cuts to homesteaded property owners. 
  • Continues progress on ongoing capital projects. 
  • Funding for merit-based compensation changes and milestone adjustments to maintain a competitive workforce amidst increasing labor costs. 
  • Significant three-year paving program covering approximately 43 lane miles. 
  • Multiple stormwater projects including the Elijay / Cartecay / Coosawattee drainage projects.
