City Council wrap-up of the Sept. 22 virtual meeting

FOR IMMEDIATE RELEASE

Brookhaven, GA, Sept. 23, 2020 – The Brookhaven City Council acted on several items in its Sept. 22 business meeting, held via video conference, with public input offered through email and by online comments on Zoom.  The action items are as follows:

  • The Mayor and Council received a recognition of State Representative Matthew Wilson who was named a “Champion of Georgia Cities” by the Georgia Municipal Association.
     
  • Approved the establishment of the Social, Justice, Race and Equity Commission and appointed John J. Funny as committee chairman.
     
  • Held a public hearing and subsequently approved an ordinance to amend section 27-472 of the Brookhaven code, related to ground story uses.
     
  • The Council unanimously approved a consent agenda which included:
    • The minutes of the Sept. 8 virtual Work Session and Regular Meetings.
    • Surplus vehicles.
    • A contract for the purchase of property at 3070 Ashford Dunwoody Road (approx. 0.038 acres).
       
  • The Council unanimously approved an ordinance to amend the 2020 Hotel/Motel Tax Fund Budget, recognizing the negative revenue impact due to the COVID 19 pandemic, allowing the finance department to make technical changes as necessary.
     
  • The Council unanimously approved an ordinance to establish and appropriate a grant fund to receive CARES Act revenue and execute eligible expenditures as a subrecipient of DeKalb County, declaring the expenditures as a necessary response to the COVID 19 pandemic, authorizing the City Manager to use emergency purchasing authority in order to comply with the fiscal requirements of the grant, and appropriating $6,300,934 to be expended.
     
  • The Council unanimously approved an ordinance to deannex property from the City of Brookhaven located at 3228 Caldwell Road.
     
  • The Council unanimously approved an ordinance to make several text changes to clarify the sign ordinance.
     
  • The Council unanimously approved an ordinance to amend the 2020 Budget for the Police Department to accept two grants from the Governor’s Office of Highway Safety in the amounts of $49,032 and $59,361.
     
  • The Council unanimously approved an ordinance extending the declaration of a state of emergency arising due to the COVID-19 pandemic to November 30, taking immediate emergency measures; adopting the conditions of the Governor's Executive Order; establishing an effective date; and other purposes.
     
  • The Council held a public hearing for the HUD Citizens Participation Plan, one of the benchmarks to qualify for establishing eligibility for receipt of funds from the US Office of Housing and Urban Development as an entitlement community. The Council will consider formal adoption at its next meeting on Oct. 13.
     
  • The Council unanimously approved Arts Brookhaven: a Vision for Arts & Culture in Our Community.
     
  • The Council unanimously approved a contract for Ambience Group in the amount of $84,911 for the renovation of the interior of the Briarwood Recreation Center.
