City Council wrap up: Highlights from the virtual meeting on March 24

Brookhaven, GA, March 24, 2020 – The Brookhaven City Council acted on several items in its March 24 business meeting, held for the first time via video conference, with public input offered through email and by online comments on Facebook Live.

The action items are as follows:

  • The Council held a public hearing and subsequently approved an ordinance to amend Section 27-1029, modifying conditions of approval, of the Code of the City of Brookhaven.  This includes public notice requirements for administrative modifications, clarification that full zoning modifications are required to meet the same procedures as land use petitions, and the appeals process for both types of modifications. 
     
  • The Mayor nominated and the Council subsequently approved the appointment of Mike Runestead to the Board of Appeals.
  • The Mayor nominated and the Council subsequently approved the reappointment of Brookhaven Convention and Visitors Bureau (BCVB) Board Members.
  • The Council unanimously approved the consent agenda to approve minutes of the March 10 Work Session and Regular Meeting, and the March 16 Emergency Called Meeting.
  • The Council unanimously approved extending the state of emergency in the City of Brookhaven to April 15, to include the closure of all bars and restaurants and procedures to allow for takeout or delivery of food and beverages, banning gatherings over 10 people, and directing residents to shelter in place unless engaged in essential services, performing essential government services, or operating essential businesses.
  • The Council unanimously approved a resolution asking Governor Brian Kemp to issue an Executive Order directing that any and all Georgia citizens who are not essential to life, safety, or public welfare remain in their homes until further order of the state.
  • The Council unanimously approved a $15 million bond for currently authorized projects in the City’s Capital Improvement Project (CIP) Fund utilizing the proceeds from the Special Purpose Local Option Sales Tax (SPLOST) referendum passed in November 2017.  Under the SPLOST referendum, the City can issue bonds in the approximate amount of $34 million with an annual interest rate cap of 2.8%.  The City initially borrowed $12 million in May 2018 for the Public Safety and Municipal Court Building.  At this time, the Administration is proposing a $15 million bond to fund the transportation, capital maintenance, and paving projects authorized through the CIP. 
  • The Council unanimously approved the purchase and sale agreement for FEMA property located at 2652 S. Bamby Lane.
  • The Council unanimously approved the purchase and sale agreement for FEMA property located at 2668 S. Bamby Lane.
