City Council virtual meeting on June 23

Brookhaven, GA, June 23, 2020 – The Brookhaven City Council will conduct its next regularly scheduled business meeting today, June 23, at 7 p.m.  However, in consideration of social distancing recommendations by the World Health Organization, Centers for Disease Control and Prevention and State Board of Health, the meeting will be held via video conference. 

In order to ensure transparency and accountability, the meeting will be broadcast on Facebook Live on the City’s Facebook page at www.Facebook.com/BrookhavenGAgov.  The public will be able to weigh in during Public Hearings and Public Comment by any of the following:

The agenda for the June 23 business meeting contains the following for City Council consideration:

  • A recognition of Dr. Lawrence Schall, outgoing President of Oglethorpe University.
  • Presentation about the 2020 Community Development Temporary Fee Reduction.
  • A public comment availability.
  • A consent agenda which includes:
  •       The minutes of the June 9 virtual meeting.
  •       A contract with Greenspeed Energy Solutions LLC in the amount of $137,047 for the retrofit and LED lighting installation at the Blackburn Park Tennis Courts.
  •       A contract with CMES, Inc. in the amount of $1.3 million to construct the Ashford Dunwoody Road and Dresden Intelligent Transportation System (ITS) expansion.
  •       A contract with Signature Tennis Courts Inc. in the amount of $169,500 for the renovation of six tennis courts at the Blackburn Tennis Center.
  •       A contract with Image Manufacturing Group in the amount of $89,380 to construct two City monuments.
  •       A resolution to amend the note with Georgia Environmental Finance Authority to have interest free period until November 30, 2020 and no principal, interest, or fees will be due or payable for next six months.
  •       A resolution to authorize the City Attorney to take action to secure, in fee simple, real property located at Ashford Dunwoody Road at the intersection with Peachtree Road
  • Setting the 2020 millage rate for the 2020 General Fund, General Obligation Bonds, Special Tax District #1, and the LaVista Park Special Tax District.  The general fund budget, which funds the day-to-day operations of the City of Brookhaven, totals $27.6 million.  The anticipated millage rate in 2020 is 2.74 mills, the same rate which has been in effect since 2016.
  • An ordinance to amend the General Fund and CIP Fund Budgets for 2020 to appropriate an amount not to exceed $8,837 from the General Fund Sidewalk Bank Assigned Fund Balance to the CIP Fund Infrastructure Expenditures Account for the additional cost associated with the Briarwood Multi-Use Path Project.
  • An ordinance to establish a new project and amend the Stormwater Utility Fund Budget for 2020 to appropriate an amount not to exceed $150,000 from Stormwater Utility Fund Contingency Expense Account to the Stormwater Utility Fund Repairs and Maintenance Expense Account; for the sinkhole at Intersection of Dresden Drive and Apple Valley Road.
  • An ordinance to amend the HOST, Grant and CIP Funds Budgets for 2020 relating to the Ashford Dunwoody Windsor Parkway project and the Peachtree Creek Greenway Phase II project.
  • An ordinance extending the Declaration of a State of Emergency Arising Because of COVID-19 established by Ordinance 2020-03-05 as modified by Ordinance 2020-03-06; Taking Immediate Emergency Measures; adopting the conditions of the Governor's Executive Order 06.11.20.01; and for other purposes.
  • A change order for the Briarwood Road Multiuse Path contract with SD&C, Inc. in the amount of $8,837.
  • A contract with Heath & Lineback in the amount of $585,898 for P&E of the Peachtree Creek Greenway Phase II project.
  • A resolution supporting House Bill 695 to enact a legislative change to the City charter to repeal and replace outdated and expired terms related to the election of officials, to remove term limits for the mayor, to amend the means by which an unexpired term of office is filled, and other purposes.
