Annexation at Briarcliff and NDH adds 28 acres to City

Brookhaven, GA, Oct. 28, 2020 – In a unanimous decision, the Brookhaven City Council approved a rezoning and annexation of 19 parcels (approximately 28 acres) into the City of Brookhaven, extending its southern border in an area undergoing a major transformation.

“When I ran for City Council in 2012, I saw it as a great opportunity to “give back” to my community and to listen, forge alliances and be a valued voice to both residential and business members of Brookhaven. So, I am listening to the people and the business stakeholders.And do you know what they are saying?They are saying they want to be in Brookhaven.They want to be a part of the City of Progress which gets the job done,” said District 4 Councilman and Mayor Pro Tempore Joe Gebbia, whose district encompasses all of the newly annexed area.

Beginning immediately, the City will begin an assessment of the infrastructure of this community to determine what resources will be needed to bring this area up to Brookhaven standards as it pertains to paving, sidewalks, and stormwater infrastructure.

This is the seventh annexation petition to be approved by Brookhaven.  The other annexations were: 

2014  - (2) Children’s Healthcare and Executive Park (now Emory) and submitted the first City annexation applications.

2016 - The Woodcliff community requested to be annexed.

2017 - Children’s Healthcare requested a second annexation.

2018 - The Enclave at Briarcliff condominium complex requested to join Brookhaven.  This petition was signed by 95 percent of residents seeking annexation."

2019 - The LaVista Park community (approximately 2,000 residents) requested annexation into Brookhaven. This was the largest single neighborhood annexed in the state’s history.

For their part, Children’s Healthcare and Emory are each building out medical campuses on their annexed parcels, and when combined will bring nearly $3 billion in new development to Brookhaven and DeKalb County.  A redevelopment plan filed by one of the newly annexed parcels approved on Oct. 27 will add significantly to these capital investments.  The project includes:

  • A high-quality 140-room hotel
  • 55,000 square feet of office, retail and restaurant space
  • A parking deck with 750 parking spaces

“I have had the privilege seven times now to vote and approve the desire of property owners that took it upon themselves to do all of the legal footwork to join our City. As long as I’ve been here, I am proud to say that Brookhaven has never initiated a single annexation,” said Councilman Gebbia.“This seventh annexation is geographically a relatively small annexation, but it is an epic validation of our reputation and the progress we are making in Brookhaven for our residents, our business community, and DeKalb County.”

“I am so excited to welcome these landowners and businesses into the City of Brookhaven.  Just a few weeks before Brookhaven’s eighth birthday, this groundswell of support for local governance reminds me of the principles which guided the founding of our City,” said Mayor John Ernst.
